Governance and organisation

Halmstad University is lead by the University Governing Board and the Vice-Chancellor. The responsibility of the Governing Board is defined in the Higher Education Act and Higher Education Ordinance. The Vice-Chancellor is in charge of the operational management directly under the Board. The Pro Vice-Chancellor is the Vice-Chancellor’s deputy and has a specific responsibility for education. Furthermore, there is a Deputy Vice-Chancellor with specific responsibility for collaboration, innovation and internationalisation. The University’s education, research and collaboration with society – the core activities – are carried out at four Schools.

University Governing Board

The University Governing Board has the ultimate responsibility for University matters.

The chairman and seven regular members are appointed by the Government. Faculty staff appoint three representatives, trade unions appoint two representatives with the student union supplying three representatives. The Vice-Chancellor is also a member of the board.

Vice-Chancellor

Vice-Chancellor Stephen Hwang

The Vice-Chancellor leads the daily operations of a higher education institution. Stephen Hwang is the current Vice-Chancellor of Halmstad University and assumed his position in March, 2017.

Stephen Hwang is a Professor of Physics, graduated from Chalmers University of Technology. From 2010 to 2017 he was the Vice-Chancellor of Linnaeus University in Växjö and Kalmar.

The Vice-Chancellor is appointed by the government following a proposal from the Board and is appointed for a maximum of six years. However, the position may be renewed up to two times, each for a period of three years. The Vice-Chancellor may have a deputy who has the title Deputy Vice-Chancellor.

Pro Vice-Chancellor

Pro Vice-Chancellor Pernilla Nilsson

The Pro Vice-Chancellor is the deputy of the Vice-Chancellor. The appointment of Vice-Chancellor is centered around strengthening the quality of the education in different ways. Included in the assignment is also chairing the Advisory Board for Quality Assurance. Pernilla Nilsson, Professor of Science Education, is Pro Vice-Chancellor with specific responsibility for education

Pernilla Nilsson is the Pro Vice-Chancellor of Halmstad University since July 1, 2018.

The Pro Vice-Chancellor is appointed by the University Governing Board for a maximum of three years and deputises for the Vice-Chancellor.

My appointment as Pro Vice-Chancellor is both exciting and challenging and I want to develop and strengthen the University's education, research and collaboration.

Deputy Vice-Chancellor Anders Nelson

Anders Nelson holds the position of Deputy Vice-Chancellor with specific responsibility för collaboration, internationalisation and innovation.

”I hope to be able to influence that the increasing extent and amount of research and education is run in close collaboration with the surrounding society and its citizens. I want to pursue processes to enhance the shared understanding of the role of knowledge for the development of the public sector and business; as well as for the individual's own development and the development of a democratic society. It is good for us, in a structured way, to link both our own and the outside world's view of our role in society, and on the needs and requirements a university should fulfill", says Anders Nelson.”

The position as Deputy Vice-Chancellor is a three-year post and comprises of 60 percent of full-time. Nelson devotes the remaining 40 percent to research.

University Director Catarina Coquand

University Director Catarina Coquand is the Head of the University Administrative Support at Halmstad University – all administration, support and service to the University's management, education and research.

All university-wide issues are also handled within the Administrative Support and anything to do with the University as a public authority. The University Administrative Support with its seven departments is lead by University Director Catarina Coquand, who reports directly to the Vice-Chancellor.

Catarina Coquand took office as University Director on February 1, 2017.

University Administrative Support

The University administrative support provides service and support for the University as a whole, administering collective and overarching questions. The central administration is headed by the University Director, who reports directly to the Vice-Chancellor.

Chancellery

The Chancellery is responsible for the direct support to the University Governance and University Governing Board as well as the University wide advisory boards, councils and committees.

The Chancellery handles studies, administration and secretarial support, legal coordination, archive and registrator as well as questions concerning strategic collaboration and internationalisation. The University wide research support and the support for the University holding companies can also be found here.

Finance

The Finance Department deals with governance, administration and monitoring of the University’s finances including accounting, procurement and invoice processing. Some of the economists work at the Schools.

Student Affairs

The department is responsible for all educational and student support, both central and at the University Schools.

At the department, everything concerning education administration and documentation can be found, such as admittance, schedules, exam coordination, crediting of previous courses/work, syllabi, course and degree certificates and degrees. It also gathers all the support functions that the University offers its students, with everything from guidance counselling and international exchange to pedagogical support and preventive healthcare and welfare. The work with providing a good study environment in a broader sense is done in collaboration with both the University Schools and Halmstad Student Union. Service Center encounters and handles questions from staff and students as well as the general public.

Communications

The department is responsible for the University's internal and external communication, which includes marketing and student recruitment. The responsibility for administering and developing the various channels and forms that are used in the communication, everything from the website and printing to exhibitions and events, can be found here.

Campus Services

The department is responsible for the University's physical environment and infrastructure. The department handles IT issues, telephones, facility management, caretakers, environmental management, security and all other premises and estate issues. University Library

The University Library is responsible for providing information resources within the University’s education and research areas.

At the University Library students, staff and others can take part of and exchange information in the form of books, media and other information resources, both physical and digital. The University Library offers guidance and support in the search for and handling of information, as well as in questions regarding scientific publication. The responsibility for the University publishing database DiVA, Halmstad University Press and the coordination of legal deposits of electronic materials also lies here.

Human Resources (HR)

The department is responsible for HR support and salary handling, both central and at the University Schools.

The department is a support to the University governance as well as the Schools' management in everything that concerns staff issues, from strategic skills development and leadership development to rehabilitation and recruitment. Everything that has to do with union interaction, working environment and equal opportunities, as well as handling of salaries and pensions, is processed here.

The Research and Education Board, is responsible for research and education at undergraduate, graduate and postgraduate level.

Responsibilities

The Research and Education Board is responsible for ensuring a clear link between research and education. The board is responsible for the overall long-term strategic priorities for research and education on the basis of strategies decided by the University Board and Vice-Chancellor.

Committee for Doctoral Education

The Committee for Doctoral Education (FUU) is a committee under the Research and Education Board (FUN) at Halmstad University. Its main task is to, on behalf of the Board, follow up the doctoral level education at Halmstad University.
